On December 8, 2021, the new version of the Biomass Electricity Sustainability Ordinance came into force in Germany. This will be required of certain biomass and biogas plants. As a result, they are obliged to provide proof of sustainability for electricity generation in the German EEG feed-in tariff system from January 1, 2022. They will thus continue to be entitled to payment of EEG remuneration.
The test is required for all biomass systems with a total installed thermal capacity from 20 MW and above and in the case of biogas from 2 MW FWL. The sustainability test is created by the economic operators within the scope of BioSt-NachV via the Nabisy database of the BLE and transferred to the responsible elecricity grid operators. The prerequisite for using the Nabisy database system is a valid certificate from an EU-recognized certification system in accordance with Article 30 (4) REDII.
In Nabisy, system operators (called “last interfaces”) enter information on the amount of electricity generated during a given period into a mask and add data on the sustainable biomass fuels used for this. Biomass fuels, in turn, are only considered sustainable if all economic operators in the upstream supply chain also have a valid certificate at the time of production, processing or other biomass work step carried out at the interface.
